I’m happy that Koiko-Chan finally found the courage to confess, but I personally think that she made it really hard on tsurugi because he was trying the avoid confessing because he didn’t have the balls to, now he would have to say yes to her in front of a crowd of students or pull her to a different room and say yes. Plus he is a popular person and the majority of students admire him, I don’t think he would say no because he does in fact love her.
