In anime and manga, "it's time to use THAT" is a recurring phrase, with "THAT" referring to a secret weapon or some super duper ultimate technique. You normally wouldn't know what THAT is until it's revealed; this is to create cliffhangers that will generate discussion and excitement to hook the viewers into watching the upcoming episodes/chapters to find out what THAT is. It's a pretty well known joke phrase in the anime community because of how cheap, silly and overused it can be.
