"No new chapter next issue" — Volume 11 goes on sale on January 12th 2019. It could be a hint of the manga finishing but probably wrong. There'll be one more release on the 24th November then we'll have to wait for the final Volume 12 in 2019? I'm not sure how that's going to work out with the Live Action Movie that's going to be out on (apparently January 2019 no specific date yet) weather it's going to cover everything in the manga including Vol.12 or only the first 12 episodes of the anime, but I can't imagine it. I seems ridiculous to turn into a Live Action..
I'm surprised Miki even took the courage to kill Shiiko. She could have walked away. Shiiko couldn't have escaped the handcuffs. It didn't look like Shiiko had changed just yet either.
I seem to have a feeling that the cover Miki used to cover Shiiko ^^; Imagine they hid Kurumi somewhere else and they are actually carrying Shiiko under that cover knowing they are going to be caught. It's a wild guess and likely isn't true. The fact the military didn't know who was actually a survivor (and surely they'd figure there were injections to cure located in places?). The girls could lie saying Shiiko was the one and now she's dead just to be sure that these people are friendly or enemies. Either way, what about those still at the university? Have they already been captured? or safe?
The drone may not be an enemy drone. It could be from some other survivors or maybe from the university girls. Who knows just yet.
I guess the manga only seems to be getting rubbish for many people because of the long waiting between new issues/chapters and the progression is very slow moving with too much frustration of "where is this going?". It'll probably be better if you read it all in one go when it's officially released.
