That's been Fukumotos style from the getgo, though. He was always a master at drawing out things into infinity.

Like that time when he drew out the final hanchan of Akagi long enough that it ended up being half the total length of the manga.

I'm actually of the opinion that Buraiden Gai is overall his best work, even though it's not a "main work," because of how thematically compact the narrative is.
