I don’t think assassins were after the original Noah, in ch.8 pg.12 the assassins wanted to incite a riot using Noah’s family bad rep, Noah being good goes against their goal.
The original Noah being a scum helps their goal and they would have let him be or may have even assisted in his original evil deeds.

The fact that his statement "all are equal before me" seems to be referring to the fact he uses poisons and drugs to achieve his goal is such a massive letdown, then again it makes sense how someone would throw out a final boss sounding line out so early into the story.

Looks like they translated やいやい ("hey, hey" or "pressingly" according to Jisho; he's basically inviting/taunting here) to "yeah, yeah."
