To be fair though, we know by now that Kawaru's transformation is a huge problem. Moreso that her partner could trigger her (and others) with his blood - this is even applied to strong willed beasts who already went through harsh training.

It's easy for us readers to just dunk on Utsui, but if you have a family member under constant threat of permanently turning into a beast, endangering themselves and others around them, you'd desperately want to try to stop that possibility, sometimes by any mean necessary.

Now, I wouldn't say her methods are okay, but there are little she could do at this point. Rather than waiting for some evil reporters to suddenly expose her sister one day and they wouldn't have time to prepare for the press, the cops, the scientists, the government spies... to ambush them, she might've thought sabotaging at least give them some sort of control (and hopefully convince her sister to just give up). At least that's probably her mindset, which is morally wrong but still somewhat understandable).
Despite them saying turning into a wolf repeatedly is dangerous, all the other characters have absolutely no issue transforming whenever they want. The cat girl transformed literally just to show Mochizuki she was an animal and tease him. She literally could have just told him. Kuroko also clearly transforms into a crow freely (because we saw her last chapter on top of a power line support just to spy). Based on the brief flashbacks we've seen, Tsukimi's sister has felt free to do it atleast a few times too. Every other character seems to be perfectly able to control themselves and act basically normal when transformed, even the permanently transformed dad. Tsukimi and Mochizuki seem to be the only one that struggle, and probably that's down to practice. The only downside seems to be the ears and tail won't go away, but they can literally just wear a hat to cover that stuff up. Pretty sure the dad is just embarrassed and hates being a wolf, he could easily wear clothes that hide the ears and go about a normal life.

For a while I thought Tsukimi's sister was maybe a Siscon, but even that doesn't make sense when you think about it. The worst possible thing that can happen if she stays with Mochizuki is Tsukimi gets stuck as a wolf and can't go out in public anymore. However Tsukimi's sister's initial goal was to keep her home so she never risked seeing blood and getting stuck as a wolf. But if she's going to be locked up at home anyway, then that's exactly the same as being stuck as a wolf. And she obviously has no issue with people finding out about them based on her methods.

The only explanation that makes sense is that the sister os secretly in love with Mochizuki, but that's an absurd copout and doesn't seem to be where the story is going. I don't think the mangaka bothered to seriously consider most of the character's motivations or the overall plot.

Found a typo on page 27, Tsuki-ma, if you still have the files to fix and reupload

The sister is quite the trash.
She's one of those "If I can't be happy, no-one else can" people. Rather than pursuing her own success, she tries to drag others down.

Is it legal to take photos of others without permission.
In public, yes.
There is no reasonable expectation of privacy in public. Everyone can take photos in public places and you have no rights against being photographed in public.

If she were trespassing to take photos in a private location, or photographing people in a restroom, it'd be a different story.

That is why drones are becoming a sticky subject: A drone would be able to see over a fence while neither the drone nor the operator is trespassing. A person may have taken reasonable measures to protect their backyard from prying eyes by putting up a fence or a wall, but a drone renders their efforts useless. You don't really have privacy these days even on your own property unless you're inside the building with the curtains closed.

And use those photos to make controversial posts?
If you posted truthful information that was legally gathered and it happens to spill secrets that others didn't want shared, it's their own fault for failing to limit private activities to private places.

If you only share information that is true, you're safe from the law - even if you piss people off or ruin their lives.
(Though that doesn't necessarily stop your perceived victims from trying to settle personal grudges.)

Now, if you use them to mislead people by adding slanderous spin - as news agencies often do - that is how you get hit with a defamation lawsuit.

What's more concerning is this trope of it basically being normal for the delinquents to beat up the guy who gets the cute girl out of jealousy. Teachers and students look the other way. No one ever gets suspended or arrested for assault. Any guy who wants to date a cute girl has to tip-toe around the bullies because everyone is supportive of the assailants and the rule of law doesn't exist. The fact this happens so often in manga would imply that this is a real problem in Japan.

The problem is Mochizukis blood specifically. As seen before, it forces every character to transform, not just Kawa. That is actually a real problem.

There's a lot going wrong in my country, but in Germany it's forbidden to take any private photos or videos of someone without approval. I mean you literally aren't allowed to make any kind of recording of a private person with whatever device. There are some exceptions, like if you make a photo of a building and people just happen to be there, but it has to be very clear that the building is the focus.

General exceptions are people of public interest, but even then it's still completely forbidden to do so while they're on private property.

You can fault us for a lot of things, but privacy is not one of them.

Before we learned his blood was special, they already said transforming repeatedly was dangerous. Sorry, but this is nonsense.

They're not implying, the crow girl straight up says the sister told her to go photograph them, and during the phone call she says she published the article as requested by the sister.

I'm really struggling to see the sister in any positive light. Like she is going above and beyond to be cruel to Kawaru and Mochizuki when their relationship has 0 impact on her and it's their problem to deal with. They've already accepted the risks and are working to mitigate them, the sister has no reason to interfere.

I really hope the author develops the sister's character more, otherwise she's gonna become a very, very hated character.

The one silver lining is that, at least from all the material out so far, this seems to be a more light hearted story so the sister's antics and how they're foiled is more of a gag, but what she's doing is still serious enough to warrant scrutinity so I hope it doesn't go on forever and she gets put in her place.
I think it's obvious she's projecting. In her introduction she said she used to have friends and dating but end up alone and probably don't want her sister to experience the same thing as her in her twisted way of thinking

Wait are they implying her sister was the one who hired the crow?

Jesus she really is the worst sister ever, willing to even expose all wolf kind to the public just to screw over her sister's love life.
For real. The Sister and the Crow are absolute villains so far. Using all the dirtiest tricks in the book to destroy her love life. Only she gets to choose her future.

Oh my god, Kawaru, you can't just ask people crows why they're white.

Anyway, while sister's methods are questionable, I think her general goal of "protect my sister from herself before she ends up like dad" isn't dishonorable. It's easy for Kawaru and Pyon-chan to go "We love each other and will work through this and be together forever!", but they're 15-16 and the world isn't so gentle (even in a light-hearted comedy manga). While she may seem to just be meddling (maybe later chapters will delve more into the sister herself), this chapter could be viewed as more of a trial-by-fire: if the couple can't even handle things on the level of high school rumors, it'd be best to call it quits now.
Right? She would lock her in a closet if it meant "protecting" her. That's not something for her to decide...
