JP tries to be as peaceful as possible, but the dumb prince is a tyranny. From the pragmatic pov, it's best to not spend military resources on needless conflicts; those stuffs cost tons of money. Not only that, back to our world, they need resource to defend Japan too. So they tried to go diplomacy route as much as they can.
For the story, the dopamine hits the hardest when the JSDF decides to finally strike back. It's like when the "weak" protagonist finally retaliates against the bullies and teaches them a lesson.
