Guerrilla warfare, and support from other countries pretty much ensures that it drags on and on. It would be far easier to just burn a nation down and salt the earth, (Maybe come back at a later date when the remnants have further weakened each other) but that wouldn't exactly be an easy sell PR wise, and PR is rather important in the free world (There is a reason that the Department of war was re-branded to the Department of defense)

The decision to assassinate a foreign head of state is not made at the level of an individual soldier or even a junior officer. That Zorzal was not assassinated should tell you the Japanese respects western rules of warfare. Western powers don't physically assassinate foreign heads of state.
