Having just reread the series (didn't even realize it had been updated), it's because Philia's collar has several powerful effects (and a negative state of mind) that made her break, but Alice's only has an aphrodisiac effect since it was too expensive to make a second collar like Philia's on short notice and she's starting in a much more positive state of mind.

again, the raws doesn't say Philia's parent sold them to the mayor, but that the mayor sold them in guise of a sacrifice, and that the mayor targeted her now to replicate.

They weren't evil, misguided yes, considering how they believed the sacrifice (their own sacrifice) was an honour, but not evil.
