Seems like comparing the will of the king with the will of the people is like comparing the power of capital vs the power of labor. The will of the king means nothing if there's no will among the people to carry it out, just as capital cannot produce anything on its own, requiring labor to achieve anything.

The Lion guy committed suicide while in captivity after being given a bottle of poison by Souma at the end of their "civil war"

Souma did that to help him save face because the Lion duke helped Souma round up all of the corrupt nobles by playing the villain and granting them "safety" from Souma

so its probably not him

I forget if it was already directly revealed, but he's still alive. Souma faked his death so he wouldn't lost a competent, loyal follower, and instated him as the head of his assassins
