It's explicitly only Tiamat that can do that and, presumably, cannot do it both ways since she wasn't in contact with the priestess dragon, so she'd have no way of knowing she actually had Souma in hand.

Tiamat likely teleported it, as going by the previous dragon's explanation, only she can teleport beings and only fairly short distances (in the grand scheme of things) and it's not like she needs to be there to do so as shown by her teleporting Souma; it probably also expends a fair amount of power so is used judiciously.

Perhaps it's the whole idea of being able to teleport alone, but not with others.

I'm more concerned by the fact that Souma is set up to be the exception to the rule, just to set up a dragon waifu scene.

On page 10 Souma questioned about dragons being able to teleport him, and the priest replied only Tiamat can do that.

So dragons can probably teleport 'alone', but to teleport/bring someone else only Tiamat can.
Maybe Tiamat not teleporting Souma further is because part of the ceremony is the dragon priestesses bringing in candidates to their castle? Since the point of the ceremony is to find partners.
