.....isn't the problem here just that there aren't good anti-bullying measures? Teachers shouldn't just be allowed to beat up students whenever they want, and creating a special bureau with the power to beat up whoever the fuck they feel like without oversight is a horrible idea. Create a police helpline with actual power: "If you come to us with video footage, we will prosecute and put the bullies in a different school (i.e. juvenile detention)." Same thing if a teacher is helping/taking part in the bullying.
As for enforcing discipline in classrooms, it's a simple matter. If the student is being disruptive, kick em out of the class. Not inattentive, but actively disrupting other people trying to learn. As a teacher, your obligation is to teach those willing to learn -- that's it. If parents get angry, video footage is your friend. If they still remain angry (read: entitled), leaking it to the press will do wonders.
In fact, an anti-bullying organization could get the ball rolling immediately on these kinds of issues and help the first activist teachers who take a stand. Play the PR campaign right and a few high-profile examples will set the course for the entire school system. Bullying only exists due to a lack of social will to address bullying and/or improper measures to address bullying.
