Sounds like a poor excuse. The host for their ads provides what gets pushed through so that shouldn't be an issue, or you get porn because you searched for it and have those cookies in your computer. Having cleavage in their content shouldn't change that.

I've noticed a lot of times on the AI art site Civit.ai they put images women behind age gates. Like: look, it's an anime pic of a girl in a swimsuit, R13! Here's a woman in a bikini, R16!! and then straight up boobs is R18, but all you have to do is click to see stuff, like who is requiring this much censorship?

It's not smut or anything explicitly sexual! I would understand nipples ,but those are normal cleavage! Aren't One Piece, Naruto and the likes also family friendly? Beside you can always choose to not do scans of more "explicit" manga!
