@Zhou For like 30 years, manga authors always mention this subjet. It's a national trait, in japan we consider you must never make waves or stand out, or you'll get pick on and trouble "the peace" of the school. You'll find in youtube and internet thousands testimonies about bullying to death, teachers and school director doing nothing, covering up for bullies to not have extra work, torture, scuicide etc.
Even if the kid in high school tried to report to parents and police, teachers and director would have instructed others for false testimonies to protect the school reputation. Sometimes they will say the victim started the entire thing and is lying too.
You need to have witnesses wanting to protect save you, standing againts bullies and the school and evidences for mass medias as proof.
Even if you win againts the school and bullies, when changing school or looking for a job, you'll be seen a defect who made troubles for others etc... Today there can be kidnaping, raping, 12 vs 1 etc japanese will just record with their phone and upload on social medias, they won't internevene, help in any ways or call police.
