It's part of the nature of the community, and is considered as much a good faith thing to keep translator groups happy with each other than anything else.
I don't know if it's the best example but think of it kind of like if someone was re-painting an art piece. If they're going slower on their own time that's completely fine and good. Sometimes the painter is fine if someone else comes along and picks up the work because they don't mind as long as the original work is given the same respect, sometimes they're overjoyed another individual loves the paining enough to put the time and effort they might not have to finishing it. Either way, you are still someone who is continuing the work they started. It's all about courtesy and giving everyone involved in the process the proper respect.
If the team still wants to translate it at their pace, that is their prerogative, this is all free after all. I very rarely see people end up arguing about someone else picking something up if they don't intend to give something their full attention though.
tldr: The scannalation community has some codes of conduct to reduce drama and ensure people respect each others work, this is just an example of someone trying to follow them which is commendable on their part :>
