A place for VERY dangerous people. You will only make your job harder if you try to go at it murican style. I'm sure there aren't many who can actually go hard at it (in term of guards) in the first place so the best thing you can do is to not rattle the cage too much. They have the collars on them which means instant death so they can't go out so Warden seems to be letting the inner hierarchy take its place and leave them to their own devices as long as its "peaceful". Nobody expects redemption/reform from them. Just for them to stay in place.
