Page 37, very incorrect as usual in any story that does the "violence solves nothing" trope that authors love so much. Wiping out the gang, starting with the group in this chapter, would instantly fix all problems and serve as an example for other wannabe gangs trying to muscle in.

Obviously the best solution would be to get to the root of the problem (gangs), but the story has been emphasizing on the difference between the herbivores and carnivores. As herbivores, the residents and Ao feel powerless against the leopard gang and what can they do? As we just saw in this chapter, if the leopard gang perceive a threat, they're not afraid to retaliate with human trafficking and sexual assault. While I'm opposed to completely going with the leopard gang's demands, the residents are likely hoping that if they comply long enough, the leadership will change and the situation will improve.
