I don’t think Tsurmi is evil, I feel like he comitted less sins than any other faction leader except for Hijikata. His intentions aren’t that bad either. That’s what I like about this manga, nothing is black or white and nothing is predictable.
He just wants to give a meaning to the passing of all the people he cared about. Can’t a man just be sadistic with his enemies?
Anyway, Tsurumi has to be one or my favorite characters in fiction.
