EVERYONE underestimates how smart Cero is.

For the mirror universe, rather than everyone worried is he acting 'Golden Man' enough as the hero, even the villains, the locals are instead disappointed when he fails to be sufficiently villainous.

the CEO knew he is a villain and i think it is his fantasy to fight against heroes with his organisation, 'The Lab'. so when he find outs that there is a real life Hero in Neo York, i think he went all in with this fantasy of becoming 'The Invader from Different Dimensions'. and i think he would love living in the Ranger Reject Universe.

I might be reading too far into this interaction, but I think this solidifies that the CEO doesn't think people can change and as soon as Cero gets his memories back he'll revert to being a villain.

I like how they're playing with Cero's intelligences. I like it that they didn't have Cero be one of those generic 'I can't do it' hero because they have the same face without having him be stupidly gray. It's a breath of fresh air.

i feel its mostly him rediscovering what he can do before he had amnesia and add in a new perspective and all experiences with all the baddies and villains he fought in neo york that make all the data the lab/company have on Cero to be useless.

and agree, Cero/Moroboshi is no longer a typical shounen protag.
