If he truly wanted to reunite with her, then he should have stayed dead and meet her in the afterlife or whatever. Where do souls go after death in this story? If they disappear after a while, he wont be able to revive his sister. If they reincarnate after a while, he definitely wont be able to revive his sister. If theres an afterlife, I'd say it's better he just meets her there.

The headmaster confrontation and the mc just going "O-K" was already stupid enough, but it's the headmaster, so I said whatev. His inaction was "acceptable enough" to me because of the specific opponent and place. BUT, it looks like his pussyfooting isn't ending any time soon. That's enough reason for me to label this as complete trash and a waste of time to read.
