She can still do it in doujinshi but not in a serialized manga. The rape law has changed since 2023 but the author wasn't updated! We all can angry at Sakura under the old law. But now, we can't! Now, she's a true victim. The law consider the consent from the start, not after that. Also, there are eight scenarios that automatically define as rape so that the rapist can't defend.
Sakara fell into both points : one is she didn't give the consent from the start (though she might give it later, we didn't know.) and two she fell in one of eight scenarios that "not enough time to refuse".
