I think the author has just lost control of this manga, it started really strong now is just stalling....

Russia has already been destroyed in chapter 10 alongside many other countries in the time it took Shindo do regain consciousness after resuscitation.

Page 7: Russia is still white.
Page 10: Russia is no longer white.

They likely had no idea they were about to get destroyed and would've had no time to evacuate even if they did.

So unless the author screwed up, there's no way it can possibly be Russia.
