You need to see the bigger picture. Do you think the country would ignore her? Sure, the king may have made a decree allowing her to live in peace and not forcing her into any jobs as long as she stays in his country, but stupid people are everywhere—nobles, the underground society, merchants, or even just your regular old perverts. Her life will be much bigger than it was when she was just a mere adventurers' guild receptionist—which is what she ultimately wants: a stable and peaceful life.
