So does the guild just let anyone strong enough to be class 1? Is there no interview or anything to make sure they are fit to be class 1? Seems like a terrible way to handle a guild. They are gonna get bad reputation for letting these types of people to high ranks.

Only good guild system I've seen is the guild from Goblin Slayer where they actually interview the adventurers before promoting them. These authors could learn a lot from it.

It seems that class 1 or class 2 is not a measure of strength. Since about 10% of adventurers are class 1, while the slow damage-dealer of a famous party is class 2.
They just give class 1 licenses to people who can't work in a party.
