Probably because there's nothing bigger going on. Vel is just building his domain in a rather industrial and unproblematic way, occasionally meeting some new people along the way. That's it. There's no looming danger of any sort around the corner. No deadlines.

Um yeah. This manga tries to keep the "But then suddenly!" style of writing to a minimal. It builds up to a problem or potential problem instead of just throwing it at the reader and explain later.
That's what this chapter serves as, a SMART lead up to a potential and obvious problem. Stupid is having problems come out of nowhere and expect the readers to not have enough braincells to point out it's bs.

yeah but it's more than the "political intrigue", there's a lot of interesting stuff that could be happening without being "a crisis" or "danger" but this extremely protracted intrigue ain't one
