As for how,well,we've known the exact mechanism since 2019.

Since the friction of a surface depends on how much of it protrudes on the microscopic scale on the surface,increasing the friction in her case allows for more protrusions to produce more electricity.

Maybe if its' high enough,simply moving her feet with the ground once she boosts' its' friction would be enough to build it up.
