While it is possible for one mother to birth more than three children in her lifetime (one neighbor of mine had seven, at least, if I remember right), it would be more likely if the king had mistresses along with his wife, the queen. It's especially so with how different they all are.

In the earlier chapters, it was explicitly stated that only the fifth prince (Lionel, the most normal one) was born from the queen. The remaining 6 princes came from the concubines.

Monarchies have strong ontological inertia. Governments in general do, but a monarchy is relatively 'easy' so it's even easier to let keep going. To the point that even the prime minister in this, ostensibly against the monarchs having power cause the king apparently sucks, still wants the monarchy to continue, he just wants them useless instead.

Admittedly, that's probably partially so he's not planning on murdering the entire royal family, but still.
