Being intoxicated (tipsy or full on drunk) means that his reasoning was impaired. The fact that he wouldn't go for it under normal circumstances also should be taken into account. The fact that he regrets doing it must also play a factor. Then there's the fact that alcohol was even added into the whole situation. That's most likely the author using alcohol as a plot device that allows sensei to have sex with him, since we see he has a low tolerance to alcohol with Honjou. Was it rape? That's debatable.
