I think that's the idea there. Sensei, in full sexy villainess mode, unzipped Honjou's clothes to see what she was wearing underneath. When she saw that it was fancy underwear designed to be seen, she realized that Honjou was serious about getting our lad's attention and thus understood that it's now a war.
