Loli means young looking or young girl. It doesn't directly mean a flat chested girl that's a pettanko. It just means a girl with characteristics of a young girl. Flat chest being one of them. Oppai loli is a loli with a bust and sometimes hips and butt. People often confuse them with shortstacks and don't get me wrong those are one of my favorite types of girl but they're not the same, as a shortstack doesn't need to look young or be young to be a shortstack an oppai loli does.

They are still a loli in terms of looks just more developed. It's not a hard concept to grasp and if you're like me you tend to like them over a traditional loli but puritans hate the idea of a loli being developed in any way. I'm more progressive thinking on that regard.

Oppai loli is even a term in JAV (Japanese Adult Video) To describe basically the same thing. A woman who looks young with big boobs. Hope that clears that up. Is this dumb? Yes.
