Shoshin Untensha Hyoshiki (“Beginner Driver Sign”) or Shoshinsa symbol.

Legally it is found and valid for Japan only, for citizens whom have just registered for and passed their driving licenses.

But this symbol is also carried overseas by groups who are interested in Japanese motors as a vanity symbol. Mostly found on salvage condition 180SXs and barely mobile GT86s

In my country there is no restriction or identification of novice drivers. In fact, traffic regulations are awful. For example, it's a crime to drink and drive, but you can refuse to take the breathalyzer test and pay a small fine because you refused.
