Depends on where in the West. Extreme violence is more accepted than sex in the US, but in (parts of) Europe it's the opposite. Violence is more taboo in Japan than (softcore) sex is but showing drug use is completely unacceptable while less so in Europe/USA.

It came from the change Japan went through during the Meiji restoration as a result of trying to be more like Western nations (which were heavily influenced by Christianity).

One word: Victorians. Due to the British Empire being literally fucking everywhere, they have a habit of imposing their “sensibilities” to other countries. And since the Brits are the cool guys back then, naturally everyone obliged to look modern and civilized, especially post-isolationist Japan.
