Its an interesting bit of lore worth looking into. Micheal Jackson was completely insane, but he isn't known as the "Prince of Pop" for no reason. He was brilliant and very savy in the industry.

He came up with the idea for the performance and developed on his own the rough manner it could be achieved (he worked with technical people on the implementation). The 'trick' worked in the video by having the heels of their shoes fixed to the floor. MJ wanted to do it live, where you can't just freeze film, have crew out of frame, or change shoes, and came up with the idea of pegs that extended from the floor and locked into holes in the heels of the shoes. This required MJ and his dancers hitting their marks to within fractions of an inch at the exact moment the pegs extend from the stage, and to trust that the pegs will have retracted when they go to move again.
