I don't understand what's Shaag's desired outcome is. is he trying to cause genocide and let his people live off of the dead people's homes? along with that, how would they get rid of the Kraken and the Basilisk like lastly, was retaliation not in his mind like he's Scot free.

I get that the author wants to make a redeemable villain but what happened to civility and negotiations with other continents or did he just throw it out the window.
