I am wondering if the turtles which appear randomly and without warning are also being teleported from somewhere. Perhaps everybody is sending problems to other nations randomly.

So they're just teleporting a giant exploding monster to a random spot. And I think it's obvious the kraken earlier in the manga came from these guys. Shaag getting a redemption arc was already a stretch, but with him randomly transporting monsters to other countries...

Seems like the magic circle tells you where they get sent, just as the transport finishes, and the mage says that none of them were around when the kraken got sent away, so he doesn't know where it went. We as the readers know that Shaag personally chose to send that kraken and all those cockatrices to Rofas' orphanage, but these mages don't know, they weren't involved.
