Because some skills are curses which actively make things worse, and as we see in this chapter most skills are essentially completely worthless.

Because its pretty obvious not all skills are good some are even cursed skills that have massive demerits the skills are literally equivalent to rng gacha mechanics but worse you get a negative skill your stuck with it for life
