Forget the name but there's a manga where a guy who wants to be a hikkomori gets abandoned because his level 1002 is mistaken as level 02 due to measuring tool only measuring singles and tens, not hundreds or above. Despite the Fenrir Frey telling him he's powerful and all his abilities he and others think his level only caps at 02 with nobody wondering why there is a redundant 0 showing up in his stats but not others. Like a level 9 with potential 42 would show up as 9/42 not 09/42.
Goddess likely going by the Alphabet and E is lowest grade but MC really rank Ex which is a higher grade. After all, she didn't send any of the S classes who could've been trouble or stood up against her like the class rep did.

@shanoc5902 the rank also determines how much a person increases their stats every level up. Touka is super high level but his stats are about on par with the S-rank classmates who are a lot lower in level.
