If there's shit world building, you know it will be shit. If you're gonna try to explain why things are how they are, do it properly.

For example;"They are rich, but apparently also don't work". So where is this money coming from? Is someone an umbrella to all the people in the affulent district? If so, why are they an umbrella to a small amount of people that give them 0 benefit?
