Let's just hope that those 2 small panels in page 12 mean that the old man understands these guys are chill and can be allowed to use the house.....and let's hope, for yuusei's sake, that he doesn't want the money.....

From the last chapter, they are playing a Hanchan:

So Sumire hasn’t lost the game yet, but she did lose the East round.

Edit: According to Wikipedia, the shortest Hanchan, assuming no one falls below 0 points, is 8 hands long. The game can be extended through Renchan or shortened if someone is bankrupted. It can also be extended if the target score isn’t met. So, yeah, Sumire has already lost the game.

Edit 2: Maybe Sumire still hasn’t lost the game.

Game Rounds

Games begin with the East round, lasting from East 1 to East 4. After East 4, the game moves into the South round, lasting from South 1 to South 4.

If the target score is not met by any player after South 4, and the rules allow overtime, the game proceeds into the West round.

A Renchan, or dealer repeat, occurs when a new hand is started but the wind seats remain unchanged. Each Renchan adds one extra hand to the game.

A Renchan happens when the dealer wins the hand, or after an abortive draw. In many rulesets, it also occurs if the dealer is tenpai (a hand in tenpai, is a hand that needs only one more tile to complete) at an exhaustive draw.

How a Hanchan Can End

Under standard rules, a Hanchan can end in the following ways:
  • If it’s the end of the South 4 hand, the dealer hasn’t renchaned, and at least one player is above the target score, the Hanchan ends.
  • If the target score isn’t met, the game continues into one wind round of overtime. If anyone reaches the target score during this round, the game ends immediately. After West 4 ends, the game concludes even if no player has reached the target score.
  • If a player falls below zero points, the game ends immediately.
These rules may vary; some rulesets don’t allow overtime, while others may not end the game if a player is bankrupt.

You're right, Hanchan consists in 2 Winds rounds (East and South), each with 4 "sub" rounds (East 1 to 4, South 1 to 4), meaning that each player should be the dealer at least once per Winds round. However, a Hanchan can be:
  • extended through Renchan: the dealer wins the current round and keeps being dealer for a "bonus round" (like doing a second East 1 turn for example)
  • shortened by Tobi (a player goes bankrupt, i.e. score <= 0 points).

Indeed, you have a rule where the game ends when someone falls below 0 points, which I believe is called Hakoshita (箱下 / ハコシタ). Going back to the chapter, this basically means that Souko pulled so much Ron (winning from a discarded tile, meaning the other player must pay you the points corresponding to your hand's score) on Sumire that she ended up Tobi and therefore the game's over...

...Or is it really?

Love how the gang's personalities are encapsulated in this page.

Sumire - the bold and fearless (and retarded) leader. A regular shounen protag (like Luffy)

Ayumi - cool and stoic second-in-command (like Roronoa Zoro).

Souko - the negative and cowardly comedy relief (like Usopp)

I may not know anything about mahjong but I will say this: one thing I like about Souko's boobs is that they look like proper haggy boobs while maintaining some allure to them. They're pretty nice in that regard.
