What are the chances that Toake has a secret undercover mission to crush the Hanaoka group as a whole?

What are the chances that Toake has a secret undercover mission to crush the Hanaoka group as a whole?
Could be that. They seem to be justifying what they do with utilitarian reasoning. Maybe he's decided that he can do more good controlling the underworld and reigning in excesses of violence, and has no problems doing it as a traitor blackmailing the police to use their vast resources. After all, these Edit:cops are criminals already, so why be constrained by staying as an officer of the law? If the law doesn't matter for getting the job done, why not take the logical next step and do it as real yakuza instead of as criminal police, if the ends justify the means?
With so little info to go on, the possibilities are many.

This made me think of Kurokochi, another hard boiled story where the villains are mostly within the police itself and politicians. So far we have not seen this angle featured in this manga but I have a feeling it will be soon. It's obvious Toake wants everything under his control, but why exactly he wants all that control is still unclear.

Yep, the cops have already established themselves as being willing to break the law, so one of them going rogue isn't surprising.

(also slightly off topic but seconding the recommendation of Kurokochi)
