Yes. He failed to properly remove the monster from the time his bodyguards/assassins ran away, and now it gets healed together with his body and makes things weird.

Envy, Wrath, and Pride. He felt he worked heard to get were he was and when he saw that Rust was so much better then him his Pride couldn't take it and he came to Envy and hate Rust so he tried to drive him down and took advantage of the situation when a incompetent bureaucrat took over. But when Rust left and everything started to fall apart and it was proven again and again that Rust was better, Rihalzam rather then accepting reality that he wasn't the best and try to better himself he denied reality and rather blame everything on Rust when the problem wasn't Rust but himself(Rihalzam).
