Second world countries are communist countries, and countries that sided against NATO and America during the cold war.
Third world is just the countries that stayed neutral during the cold war.
It has nothing to do with actual economic strength or development, it's just a political association.
And if they are using the developmental based classings, I'm pretty sure that Japan has a high ranking between all three categories; Life expectancy, education, and by-capita income.
