The Hero Association are doing their best despite them being weaker than Zero and from the past chapters it seems like Zero is their aspiration to save the world yet the government treat them like shit.
She was probably revived when her duty was "completed" aka the end of the world was stopped by Zero. Since she was killed unjustly and tragically due to the nature of her duty, her god probably just went welp that is just bullshit, how about you have another go at life where you don't get fucked over by everyone so no higher calling for some secret duty this time... Go enjoy life and maybe curry a favor with Zero 🙃

IDK about you, but I cant think of a single government who would allow an independent, unbound superpower to exist without having their hands on it's throat 24/7. Government is basically just a term for who wants the most power, and are willing to do whatever is needed to keep it, while appearing ethical.
An organization of super humans allowed to run free without supervision? Hell no. They would be a potential threat to the government's power. A group who is based solely upon doing good, cant even be allowed an ounce of freedom. Their existence alone threatens exposing the government's internal corruption which they have spent so long to establish and hide. Who would pay them huge stacks of money for doing nothing if the Hero's association were allowed to function properly and independently?
@Whyte Have your read the novel in the past or recently? I'm just read the raws of ch 190 and it seems to me an entire arc was skipped.
Based on what I remember, Lin Jie got turned into a child and then went through the Pope Evan arc, then there was a class reunion arc where he was a child, and then finally got turned back into an adult(-sized) after the upcoming arc.
@YueEr Yes, an entire volume (specifically the class reunion arc) was skipped. Then again, that volume didn’t have much implications with the plot other than the fact that

In any case,
Lin Jie was supposed to be a child until this arc, where future parallel universe Lil Qian reverts him back to normal. In the skipped arc, we were also supposed to see Toto getting his heart broken. But because that setting was removed in the 300 Evans arc, I suppose they were planning to skip the class reunion arc from the very beginning.
But didn't that arc also have a section where Lin Jie goes to the underworld and speak to them about Thirteen's karma/unlucky curse? I thought that part was pretty funny since last time Thirteen died and went to "hell" he caused disasters there too and so they sent him back to the land of the living (or something like that). I guess it's not a totally important plot point, just some humor. Unless I'm mixing arcs up or something.
Also, I know that the official title changed of the series/novel, did that have any implications when it comes to editing of the story? I'm just curious because I read it up to about volume 25 back when that was the newest (I haven't read the ending because I can't find chapters to read). I'm just curious if anything significant changed after the title change.
@YueEr You can buy the entire novel on SF Novels for about 30USD (Just under 200 RMB), there are a total of 35 volumes including 5 vols of prequel. Beware though, it’s full of typos and readers frequently comment on how hilarious these typos are. Currently, I’m only at Vol 22 where things are kinda getting slow, but the change in the title seems to be purely for anime advertisement purposes. Well, notwithstanding the fact that the mangaka majorly revised the storyboard for each arc, at least.
That arc didn’t have anything about Thirteen going to hell, though I do remember there being some mention of hell not wanting to take Thirteen’s soul. Honestly, all that arc did was sink Lil Vole’s ship.
