We've one seen maybe two people who could do much even if they went all out and we don't know what bullshit levels of power the emperor has. Plus lets be honest, at least half the plan is probably just because Evan wanted Zero back.

In fact, Evan probably let the world government take the reins and let them be cowards to make them think bring in zero was a good idea despite having powerhouses of their own. This lady was convinced by him to allow him to do this as it brings back zero.
