Two winners is strange, given how this comic tries to put Hibiki on a separate level from the rest. I was expecting them to be on the same level for that but it does not seem like it is that way.

Hibiki's work had the unusual circumstance of not being legitimate until the very last minute. It's possible that with the editor-in-chief knowing, he might have forwarded the 2nd place entry as 1st preemptively, resulting in having two winners. Probably couldn't take it back after the results had been given, even if his work ends up vastly inferior to Hibiki's.
