As much as it funny to watch, Hibiki goes too far.
She have no justifications and excuses to be so violent, that's a problem she needs to threat. Also, the people around her are enabling her violent behavior like minions of some crime boss, they are also part of the problem.
I really wish to see Hibiki pick a fight with someone that hits her back, this is something that I think the author is neglecting. He only creates and makes Hibiki meets with people weaker than her that can't hurt her.
