Hiding a pinned sidebar with header hidden does not show the header

[Remocracy]

If I have the "Header hidden" option selected with the sidebar being unpinned but hidden, the header is shown. If I have the "Header hidden" option selected with the sidebar being pinned but hidden, the header is hidden. I'm not sure if this is intentional or not.
