Having students do paperwork for the school is such a bizarre concept for me. Would you trust a bunch of high schoolers to file your paperwork?
It's not the school paperwork, but "students' paperwork". They don't fill school's taxes or worry about contractors' bills. What Japanese schools do is to give the students a fixed budget for extracurricular activities, and give them some freedom to decide how to allocate it. The students create clubs and organize events, and the student council sets procedures (forms, proposals, etc) to control how other students apply for expenditures and oversees that the money is not misspent. It's like a small, self-contained model of real-life bureaucracy, and students have the opportunity learn how to fill grants, raise complains and engage in local politics. Which honestly should be part of any education curriculum.

When I was in highschool, the student council "paperwork" was basically reviewing budgets that the school allocated for school events like prom. And like checking club events such as fundraisers meet school criteria... It was meant to build skills to use outside of school. Not sure what "paperwork" you're thinking of? Lol

Also Uki "seeing" older Koharu is crazy
