I dunno how it works in your respective countries, and in Japan in particular, but in my country, a paternity test can only be ordered by a judge, in the context of a legal procedure to create or remove a filiation between two people. I don't really find applying real world logic works in Manga unless the Author actually addresses it in some way and considering he didn't seems like a dumb scenario altogether or intentionally being obtuse because the plot of the entire manga falls apart.
