I don't think she even qualifies as that. It does seem Minori might have some interest in him as a boy, but the other two girls don't. He doesn't seem to think of any of them romantically. Sure, he likes boobs, but what straight 14yo boy doesn't?

Honestly, I think the "Harem" tag is completely undeserved by this manga. I could be wrong though - I haven't read past this chapter yet.
